Unless the hospitalized patient is in immediate risk of life, the next of kin can order a transfer to another hospital or facility. the doctor does not have the ultimate power here - though he might think he does.

All you need to do is get the name of a doctor at the second facility, and call an ambulance to do the transfer, and check in the patient at the second facility as the patient of the new doc.

If you are the next of kin, and they won’t let the person go, threaten a lawyer. Get one if you have to.
