You want to get rare items, eh?
The best way to get really rare stuff, is to max out your luck stat to 100. Always put 1 point into luck until it is at 100 naturally. this takes a long time, I know, but you will find stuff laying all over the place. You kill an orc, and it will be carring a ring that gives +50 to all stats, kill a rat and get enchanted Mithril Armor (full sets of it). That is the only route I can tell you to get rare stuff just laying around.

Without giving too much away, the best places to look are Daedric Shrines. All of their quests give you something unique. Joining the Dark Brotherhood also gives you a pretty good low level light armor and hood, and also a dagger that can become very good when you finish all of the DB quests.
