What are the right actions to take for an employer that keeps changing pay schedule?

My girlfriend is getting taken advantage of by her boss and we don’t know what the right actions are to find resolution. Here is the situation. She has been working for a home health care company traveling around doing elder care and such as an State tested nurses aide. Her boss hasn’t paid her since the end of last year and keeps telling her that she will be paid the following Friday. She has worked the past 3 weeks straight. He also won’t tell her if she has to work the next day or not until the evening before and then if she has the day off and someone else calls off he calls and threatens she will lose her job if she doesn’t fill in and that he will report abandonment on her STNA license. I am encouraging her to find a new job, however it is hard to find one with the economy the way it is.
