my mom wants to become a caregiver?

hi my mom is a at home mom. we have a huge family, 7 kids and my dad and mom. we are about to move out of our small house and rent a bigger home, and hopefully we will find a home with an extra room so that we could take in an elder that needs care. does she need to take a test, or exam, or a liscense, and if she does, how and where does she get one? i live near seattle washington. is this possible? bassically can some one tell me everything there is to know? thanks
