can my cousin elder brother kiss me?

he is my cousin elder brother who is married have 2 kids (11th 1st year)he loves me a lot really cares for me but when he was mentally very very upset he tried to kiss me as he says he finds peace in my company his tensions are lessened. i tell him everything about my life he also shares his worries with me but is getting physical right?
he was like a real elder brother for me before who really cared for me, he does it right now also but… his mother has cancer his wife is not understanding at all. there are differences in the house he is really upset about all this. i don’t know why i become so weak in front of him, maybe because i tell him everything, things that i have not told to anyone. he is a real good person after many bad experiences in life i can trust him only as i do not trust anyone else. i am confused, he admits that this is not correct, even tries to be away from me but circumstances are not favourable at all. he says he loves me, i also cannot see him worried but i still regard him a brother whom i am very attached to. can u plz help me in such a way that he may not get hurt even things be solved because i know he is really really emotinally broken up at this point of time do not wish to hurt him further.He has made me smile in the worst period of my life when i was ready to die
